Kerja Sama Antar Daerah dalam Upaya Peningkatan Mutu Pendidikan SDM melalui PSDKU UNESA di Kabupaten Magetan

Abstract

Inter-regional cooperation is a form of collaboration between two or more entities, whether from the public or private sectors aimed at optimizing each party’s potential through mutually beneficial synergy. In this context, the Magetan Regency Government has established a strategic partnership with Universitas Negeri Surabaya to address the community’s limited access to higher education without requiring migration out of the region. This study aims to analyze the effectiveness of inter-regional cooperation through the Off-Campus Study Program (Program Studi di Luar Kampus Utama, PSDKU) as an effort to improve education quality and human resource development in Magetan Regency. A descriptive qualitative method was used, with data collected through interviews with purposively selected informants. The results show that the collaboration between the Magetan Regency Government and Universitas Negeri Surabaya through the PSDKU program has had a positive impact in meeting the region's need for qualified human resources and has made a tangible contribution to improving local education quality. The program is considered effective in bridging regional needs for relevant and contextual access to higher education.
