Abstract
Sustainable waste management presents a major challenge for cities in Indonesia, including Surabaya and Sidoarjo, amid the increasing volume and complexity of waste. This article aims to examine various waste management initiatives and strategies implemented in both regions, with a focus on their successes and the challenges encountered. The study employs a literature review method, analyzing 50 national and international journal articles. The findings reveal that technologies such as energy-generating sanitary landfills, integrated waste processing facilities, digital innovations like Internet of Things (IoT)-based smart bins, and the development of waste banks constitute key strategic efforts already in place. Furthermore, community involvement, cross-sector collaboration, and the application of the reduce, reuse, recycle (3R) concept have proven to be critical in enhancing waste management effectiveness. However, the study also identifies several barriers, including low levels of technology adoption, suboptimal community engagement, and operational challenges. These findings underscore the importance of strengthening stakeholder collaboration, enhancing public education, and developing infrastructure and human resource capacity to establish a more effective and sustainable waste management system.
