Abstract

The aim of this research is to examine the urgency of non-formal education in alleviating poverty among fishing communities. The method used in this research is a qualitative methodology, with a literature study analysis technique approach. Literature study is research carried out by researchers by collecting a number of journals and websites related to research problems and objectives. Fishing communities are communities whose source of livelihood depends on natural resources in the sea. The fact that the sea is difficult to predict, results in unpredictable income. The two main sources of poverty for traditional fishermen are internal and external factors. Internal factors include limited education, lack of technological resources, and limited capital. External factors include market mechanisms, the bargaining position of middlemen, limited marine resources that can be utilized by fishermen, and the condition of port infrastructure. The life of fishermen is always depicted as backward, both in terms of livelihood, attitudes and conventional ways of thinking. In general, poverty is caused by a decrease in the productivity of a person or community with low education and is one of the consequences of low income. Non-formal education is suitable and has potential for empowering poor communities for both youth and adults. Non-formal education here includes courses, skills training and counseling organized by non-governmental organizations and the Maritime Affairs and Fisheries Service. Because with non-formal education, fishing communities can be empowered. Therefore, it can be concluded that non-formal education can change the mindset of fishing communities and can increase their income. So non-formal education for fishermen is very important so that the lives of fishing communities can be better.
